These old Europeans are folk characters or stereotypes, not actual people. In short, these are not named kings, queens, artists, musicians, or other people with proper names.
Speelkaartenfabriek
Nederland (S.N.), Amsterdam, Netherlands. This type of joker was used
between 1931 and 1959. They can face left or right and be in green or blue. The top middle one is the original Dutch joker (1931 - 1959). Top right and left are Belgian variations from the 1980's (says Tom van Berkum).
The middle and bottom row include five jokers that are French advertising-type jokers (with the blank space where ads can easily be placed). There are several pages of them lower down.
