Classic cartoon jokers

The cartoon joker category has grown huge so I've split the cartoons into Classic,  Neo classic 1990s-2010,  Modern and Diverse, and Foreign and Diverse.  There's also anime.  Frankly, I think I've messed up this area so these distinctions might not be optimal.  Any help appreciated.
